The Facility is made up of two sets of Works:

The Franchisee's Works:

These include the Aviation Fuel Receipt Facility at Sha Chau (known as the Receipt Jetty ) plus the offshore and onshore pipelines, Tankfarms and Airside Operations Area.

The Automatic Control System of the Hydrant System is also part of the Franchisee's Works.

The Authority Works:

These include the actual Hydrant System as constructed and installed by the Airport Authority appointed contractor.

The Aviation Fuel Supply Company financed both of these works in their entirety.

The Standards Set:

To match the overall plan of the Airport, it was constructed to the Authority's Design Requirements.

Extensive guidelines to international standards, drawn up using the collective resources of some of the world's largest oil companies, were used in the planning for the Facility.

The Facility's operational systems include cutting-edge computer and other technological systems and automated controls; all these contribute to the highest international standards achieved by AFSC in its management of the Facility.

International oil industry inspectors review Hong Kong's Aviation Fuel Service System yearly, analyse its performance standards, and make suggestions for ongoing improvements.
