AFSC is a limited partnership of seven Oil Companies and two Airlines.
We operate as a limited partnership, under a franchise granted by the Airport Authority Hong Kong, to finance and operate the Aviation Fuel Service System at the Hong Kong International Airport via a 20 year Design/Build, Operate and Transfer Franchise Agreement.

The Facility Payment shows a steady growth as the 20-year-term matures in line with the Airport Authority's objective of a stable Throughput Fee in real terms.

After completion of installation, AFSC handed over the system to AFSC Operations Limited which operates and maintains for the duration of the Franchise.

Into-plane fuelling operations are the responsibility of AFSC Refuelling Limited, a sister company.

How will AFSC recover the capital outlay on the facility?

By way of throughput Fee.

How will the partners recover their investment?

Each limited partner holds a 1/9 interest, and shares a fixed return over the life of the franchise.
